Australian Defence Force — COVID-19 Response Shelters

Description of Product or Service ProvidedDescription of Contract:
Design and prototype an Australian-made capability, for which multiple isolation shelter kits and body storage kits can be produced and deployed for the COVID-19 response, by using both the kits and locally sourced shipping containers and refrigeration containers in order to provide expedient shelters. The Australian Government will have access to smart emergency shelter stock, allowing it to respond to future emergencies locally or overseas, leveraging excess shipping containers and the baseline kits.

Australian Defence Force RPDE — Task 59 155 mm Ammunition Unit Load Carrier (ULC)

Description of Product or Service ProvidedDescription of Contract:
The purpose of RPDE Task 59 is to develop a prototype Unit Load Carrier (ULC) that can carry a quantity of 155 mm ammunition Configuration Items (CIs) in a single load through the Australian Defence Force (ADF) supply chain.

To achieve this ECLIPS designed an internal retention system for unguided and guided 155 mm Ammunition CI that can be secured inside a Joint Modular Intermodal Container (JMIC). An integration platform was designed to allow the ULC to interface with the in-service ISO 1C Flatrack.

To ensure maximum flexibility of deployment throughout the ADF supply chain ECLIPS developed the interface platform to attach the JMIC to the ISO 1C Flatrack in 8 JMIC and 2 JIMC configurations. These two systems will be known as Full Length ISO 1C Flatrack Adaptor (8 x JMIC) and Twin JMIC Interface Platform (2 x JMIC) as per the contract deliverables table.

Australian Defence Force LAND 121 Contract — ISO 1C Flatracks (2157 units) and Cargo Gate Kits

Description of Product or Service ProvidedDescription of Contract:
Design and build 2157 ISO 1C flatracks in accordance with the DMO specification, following the full DMO Design Review and Verification/Validation process. The contract also includes Cargo Gate Kits. ECLIPS employs a standalone team of five personnel to manage this contract as well as the NZDF Flatrack contract. The contract has been in place for over 27 months, in which ECLIPS has successfully navigated:

  1. Preliminary Design Review

  2. Integrated Baseline Review, Commonwealth attended audit of ECLIPS' management systems

  3. Detailed Design Review

  4. Critical Design Review (ECLIPS is the only contractor, including the prime, to achieve this milestone to date)

  5. Production of 4 x Prototype Units

  6. V&V program

  7. Delivery of batch 0.1a of 18 Flatracks, and Cargo Gate Kits.

In the following 12 months ECLIPS initiated delivery of main production batches.

Chevron Australia — Container Roll-Out Warehousing System (CROWS™) x 4000 units

Description of Product or Service ProvidedDescription of Contract:
Design and build the 20 ft and 40 ft Container Roll-Out Warehousing System (CROWS™) specifically to meet the functional requirements of logistics operations on Barrow Island (Gorgon Project). This also involved the conduct of a Design Review Process and V&V program to satisfy Chevron that the platforms are fit for purpose.

From initial customer engagement to the delivery of 4000 units to Chevron Supply Base in Perth, the project duration was 11 months. This project is complete and since delivery in September 2014, ECLIPS has designed and delivered 100 x 40 ft CROWS, and designed and tested the 45 ft CROWS and the Pipe Intermodal Logistics System (PILS) — both have been accepted by Chevron as baseline products and ECLIPS is now looking to conduct field trials with these products.

Chevron KJV Projects

Supply and delivery of a large quantity of various shipping containers, logistic platforms and reefer containers to Chevron Australia for the Gorgon project on Barrow Island, Western Australia.

The containers were modified to meet strict Australian Quarantine requirements that were in place for Barrow Island.

Atlas Wodgina Kitchen Expansion Project

Description of Product or Service ProvidedDescription of Contract:
Design and construction of a 400 square metre kitchen and temporary dining facility to serve 1980 meals per day at a mining camp at Wodgina (near Port Hedland), Western Australia. The facility was constructed using container based modules that were prefabricated, delivered to site, and remaining internal kitchen fit out completed. ECLIPS then undertook a refurbishment of the existing dining facility whilst the temporary dining modules were used. The temporary dining modules were removed from site at completion and handover of refurbished dining hall.

Australian Navy Generator Modules

Description of Product or Service ProvidedDescription of Contract:
Design and build five 20 ft container-based training modules for the Australian Navy, to be used as a deployable training facility to allow students to dismantle, repair, assemble and test the fitted Cummins 20KVA diesel generator. The module featured:

  1. full side opening doors on one side wall, and half opening doors on the other side to allow maximum access

  2. electrical load bank to allow the generator to run and be tested under load

  3. an integrated fire suppression system that operated while the generator was being dismantled

  4. an internal overhead gantry system and hoist

  5. bunded floor under diesel generator.

This project was delivered on budget and on time. The facility has been in service since June 2013 and is currently being fully utilised as part of the Navy's technician training program at HMAS Cerberus in Victoria, Australia. From signing of contract to delivery took four months.

Manitowoc 80 tonne Crane CES Carriage and Stowage Solution

Description of Product or Service ProvidedDescription of Contract:
Design and build eight attachment frames and canvas cover kits to carry Grove 80T Crane CES equipment to suit ISO 1C Flatracks as developed for Land 121 Phase 3B contract. The contract also included supply of eight ISO 1C Flatracks. The attachment frames and canvas cover kits are designed to fit the flatracks without modification.

Cyclone Shelters

Description of Product or Service ProvidedDescription of Contract:
Design and build six cyclone-rated shelters compliant to the Queensland Government Design Guidelines for Queensland Public Cyclone Shelters, to provide a safe environment for up to 40 people per module for the duration of a cyclone, in a wind Region D rated area. Each module uses a core of two modified 40 ft high-cube shipping containers to make the shelters fully transportable. The cyclone shelters includes a weighted inbuilt footing system, passive ventilation, air conditioning, water supply and waste storage, toilet, and kitchen facilities. The shelters are also non-reliant on external power supply if power is cut during a cyclone event.

DTSO Transportable Field Trials Laboratory (TFTL)

Description of Product or Service ProvidedDescription of Contract:
Design and build a deployable double roll-out 20 ft module, to be used as a manned laboratory in remote South Australian desert locations. The module is self-contained and is fitted with a diesel generator, fresh and waste water supplies, electrical and data services and distribution, mounted computer server rack and cabinet to numerous outlets within the cabin space. The module also has provisions for removal of cargo, including mobile computer cases and boxed equipment. The module has two sides that roll out when deployed and rolls back into an ISO-compliant container for transport.

The project was delivered on budget and on time. From signing of contract to delivery took 11 months. The module has been in service since October 2010.

Agilent Technologies — Equipment Calibration Laboratory

Description of Product or Service ProvidedDescription of Contract:
Design and build a deployable single roll-out 20 ft module, to be used as a manned laboratory to test and calibrate electronic equipment at customers' work sites. This module was fitted out with a complex array of electronic equipment, and when side rolled out, two personnel worked inside a stable environmentally controlled laboratory. The module was also provided with an external power connection, along with jacks to maintain a level platform.

This project was delivered on budget and on time. From signing contract to delivery took four months. This module has been in service since October 2012.

ADF Maritime Surveillance Tonga — Accommodation Module

Description of Product or Service ProvidedDescription of Contract:
Design and modify a single 20 ft container to act as a deployable module to provide accommodation for six extra crew members required for extended trips by patrol boats operated by the Tongan Government for Pacific Region surveillance activities. The module includes two separate bedrooms, air conditioning and marine quality door and windows. The module is designed to be quickly installed and removed from the boat depending on operational requirements.

Defence Innovation Hub — Army Innovation Day 2021 Condition Based Maintenance Software System (CBMSS)

Description of Product or Service ProvidedDescription of Contract:
ECLIPS is developing an OEM agnostic, multi-fleet, Condition Based Maintenance (CBM) Software System (CBMSS). The CBMSS ingests condition data from a range of sources, including Health and Usage Monitoring Systems (HUMS) and will be integrated with SAP (Defence's future ERP system) for fleet management, logistics decision support and process automation. This enables improved Operational Availability by minimising Logistics Lag Time and Administrative Downtime, thereby making Army more effective. Successful implementation of CBMSS will also reduce Through Life Support costs, making Army more efficient.

Defence Innovation Hub — Digitalisation of the Joint Modular Intermodal Logistics System (D-JMILS) Ph2

Description of Product or Service ProvidedDescription of Contract:
Digitalisation of JMILS (D-JMILS) involves the integration of location and condition monitoring sensors using intrinsically safe RuBee magnetic near field communications to the Joint Modular Intermodal Logistics System (JMILS). JMILS is a series of modular, intermodal, scalable, interconnectable logistics packaging and platforms designed to move efficiently through the Defence supply chain and are compatible with Army’s Land 121 vehicles, including the HX77 ILHS truck and 40M.

The aim of D-JMILS is to enable adaptive and focused logistics support through a digitalised and integrated packaging solution in order to improve equipment Operational Availability rates and reduce Through Life Support costs. D-JMILS will isolate and reduce the Logistic Delay and Administration Delay time that greatly impacts Operational Availability.

Hanwha LAND 400-3 — Vehicle Information Management System (VIMS)

VIMS will be a key component of Defence’s Whole of Fleet Management (WFM) system for the LAND 400-3 Infantry Fighting Vehicle (IFV) capability. It will incorporate modelling capabilities including the use of Condition Based Maintenance (CBM) to predict maintenance actions and drive cost and schedule modelling. The VIMS has been developed to work with the vehicle HUMS and will drive CBM activity.

Camcode — Army Headquarters Codification and Unique Identification Program

Description of Product or Service ProvidedDescription of Contract:
ECLIPS provided professional services to remediate codification data and uniquely identify a range of products for the Australian Army. Services included engineering required to inform codification. UID barcode labelling has included the labelling of almost 200,000 assets. This project, conducted at Army Headquarters (AHQ), is a foundation activity for the establishment of a digital supply chain, including the use of AIT. ECLIPS also supported Army’s policy updates in relation to DEF(AUST)1000C for packaging and labelling.
